How to simulate slow line

I need to simulate slow - modem level connection speed inoffice. Problem is that modem connection to the server is difficult to arrange. Does anyone know a tool that filters the traffic so that it appears to come from a slow link? And Windows 9x isn't a proper answer :-)

Both server (Linux) and client end (Linux or Windows) solutions are suitable.

Tried Google and freshmeat, Sourceforge but I quess I didn't know enough synonyms for slow link simulator?

Tray for bandwith limit or Quota.
I don't know how but i'm sure about a way to limit the bandwith used by some computer conected to a server.

If I want to simulate a slower connection, what I do (and it isn't bullet proof) is to lift the phone line for about a second when the computer is trying to connect to the ISP (after it's dialled). This seems to interfere with the sequence and sometimes it gives me as low as 9600 bps. But generally it's good for 36000 or 28000 bps. I've never tried this on a PC, I use a Mac and a 56k modem but you could give it a try.
