Creating tif files for Faxing

I need to take info from mysql and merge it with stored template letters using php to merge the data together, and then send it to an online fax company. However they need standard file types...tif, jpg, doc, xls etc. I need to know how to create those files possibly saving them and then send them as an attachment in an email.

Any ideas?

Create a html.
convert it to pdf with html2pdf.
convert it from pdf to tiff (or else) with ImageMagick
