Combining PDF files via php

I have a number of pdf files that make up an application. However each part is not necessary for each individual. How can I create the proper file for each person? I want to be able to mix and match the individual pdf's to create the proper form for each person. Any ideas?

you can have seperate files for each part and thn you would print each part for different users

Unfortunately I need these to be combined for ease of storing and sending the files via email or fax. To process multiple files makes it inconvenient. I have seen sites that allow you to put together packages... that is what I need but don't remember the sites where I have seen that.
