I was wondering if there was a way to write and read to the serial or parallel port under windows or linux, so i could make a barcode scanner or to control a device.

yep. plenty of books out there on windows/linux device drivers. compile a little C/C++ module for php.

otherwise get a used CueCat. plugs into the keyboard port and the UPS code is easily decoded.
