Well, I'm here just to notice: For Netscape 4.X user who turns off JavaScript option might not be able to see the CSS effects, even when he/she already enabled the Style-Sheet. I just learned this yesterday, spending about half an hour to play around this topic and, I think it's a bug rather than a design problem. (I say this as impartially as humanly possible)
