mail() amd "failed to connect"

this has probably been asked before - But I can't seem to find any solutions for this error.
I am running php on win2k with apache
I try using the mail() function, but I get this error
Warning: failed to connect in "filename!" on line "whatever"
what is this error - is it something to do with the server? I haven't set up anything to do with mail on the server.
what am I doing wrong?

In order to get the mail function to work properly under windows, you need to specify an SMTP address in PHP.ini. Look under the heading [mail function] in the INI file, add yours in, and it should work.

And yes, mail() gathers quite a bit of discussion. If you still have problems, browse the archives here, at php.net, or just google it.
