This one is a dumb question. Can you run PHP on your C: or D: drives?

If you mean can you run php locally on your system then yes you can. you need a web server either IIS or Apache.
But if you mean something else then please give more details.
And if the question is stating "can the main/root folder for apache be located elsewhere?" Then, yes.
