Implode & Explode on IIS

Dear all;
iam trying to get a news from a website, the problem is .. when i used the script on the Internet it works well, and on my webserver (which have PHP4 installed on IIS),
it gives me the following Message:

Warning: php_hostconnect: connect failed in d:\inetpub\wwwroot\Default.phtml on line 52

Warning: file("http://www.aljazeera.net") - Bad file descriptor in d:\inetpub\wwwroot\Default.phtml on line 52

Warning: Bad arguments to implode() in d:\inetpub\wwwroot\Default.phtml on line 52

PLEASE any help available .. ?

Actually, the problem is NOT in the explode() or the implode(). The problem is in the $url. You haven't specified a file name, and that's why you cannot open it. Try this one:

http://www.aljazeera.net/index.php

if it exisits, of course
