finding out what location..

an email is coming from...example aol, is it possible to find out what state or city an email is coming from? do the IP codes change with aol when the locations do? I know it says sender(numericals)aol and then for example hotmail recipient...will those (numericals) change with the senders location?) If they do is it possible to find out exactly what city they are sending from?

I guess what my real question is does it mean that a person is traveling and hooking up at different locations when the numerical code IP address changes or is it just the way aol works?...sorry i'm new to this @!#$. OBVIOUSLY HUH?
