Self refreshing php script

We need to have a script which will automatically run at every 15 minutes on the server to send mails as per date & time stored in one mysql database table. The requirement is for reminder related website. we know that some applications like wget can do this but we are not aware of how they work & how to initialize them. Please Help...

you could do something like

<head>
<meta http-equiv="refresh" content="900; URL=http://www.example.com/script.php">
<title>.......

which will refresh the page every 900 seconds, which is 15 minutes

or rather... <meta http-equiv="Refresh" content="900">
instead, because the other one will refresh to the specified URL
