Building a form that generates a webpage

I need some help building an interface that allows 1. a text area to place a message
2. A file upload option, to upload pictures.

then

I want the script to build an html document that when viewed in a browser it displays the text message and picture submitted by the user, So that I can send emails containing a hyperlink to the html document , to a select group of people.

Kind of an alert sender that sends the selected people an email, from which they may view the details of the alert via web browser.

ok, that's kind of a big request greg. why not break it down into individual pices and try coding each of those. for example:

1. then write a piece of code that takes some text and echos it back successfully.

2. write a piece of code that lets someone upload a picture and display it back to you.

3. write a piece of code that builds an HTML document from some static text and pictures.

4. now put those three pieces of code together and it should work ;-)

sounds silly but i'm not patronizing you-- this is a good way to tackle a project like what you've outlined.
