ERROR: could not get the task list

Dear All,
I am running IIs on win2000 with PHP. I am geting the error "ERROR: could not get the task list". I dont this is so much a problem with my script rather than a configuration problem. One solution is to throw my windows machine out the window and get a proper OS but before I do that does anybody know how to prevent this message from appearing?

When/where do you get this? Is it printed in the html? Running php scripts? Any html page? Dialog box when starting server/windows??? I think most of us need more info!
