Maybe your are missing the main idea. uploading file on client is called download and is performed by user with a browser.

what you do is uploading file to a server. php is running on the server and after file uploads you should access it using it's temporary filename on the server, not on the client's machine.

like this:
$HTTP_POST_FILES['userfile']['tmp_name']

'tmp_name' element of the array is temporary filename on the server. you can use specific functions to work with uploaded (on SERVER) files. They are:
move_uploaded_file(), is_uploaded_file()
