Hey, give the guy a break, there's unsolicited commercial bulk email, known as SPAM, and there's SOLICITED, commercial bulk email.
Ever join a mailing list? Or requested updates about something via e-mail? then you put yourself on a list on a computer somewhere that mailed the same thing over and over for thousands and thousands of people overnight.
Spam is evil (but tasty!) while mailing lists for people who can reliably put themselves on and off the list are a welcome thing because they allow folks with slow connections to download all the stuff they want in bulk at night and read it offline.
More than likely he's a spammer, but maybe The American Society of Very Big Businesses just hired him to send a news letter to a pre-approved list of members who were promised this a month ago and are mad they haven't gotten it yet. Who knows.
I like "directed" junk mail. I get it from CDNOW, Amazon, and PlanetOut. It's great. Just log in and read my email. It's not spam and I have the ability to kill it at any time.
