Interbase license question

I'm using a version of Interbase 6 I downloaded from www.interbase.com as backend database with php and now (for several reasons) I want to buy a license. The problem is I don't understand which one I should buy due to the number of users that can access the database.
Should I buy just one license, because apache is only one user, or do I have to buy the 'Internet License' (although I'm not programming a web site, but an intranet)?

Is there any other serious (and cheap) database solution for Windows?
(Please don't suggest MySQL nor Oracle, they have already been discarded).

Yeah, there's a free version, and open source, (as in 'safe yourself, we ain't supporting the open source version and will develop a parallel version to sell'), then there's ibphoenix, they took the source and are developing improvements, but my superiors, for one reason or another, don't have faith in a 'bunch of independent hackers'.

yeah, you might wind up with something as useful and troublefree as apache, postgresql, or The Gimp... :⁾ I know what you mean though. Try to sell them on Postgresql, it has a little more mind share is a darned nice db too.

Or just build a box with it on it and start writing code against it in a guerilla project. :⁾
