I am trying to access my database via telnet, when I type PostgreSQL and press enter, it gives me command not found. Is there something else I need to type in order for the command to take effect?

You may want to read the manual. postgreSQL's commandline tool is called "psql" You will also have to tell it who you are and where you want to go, so better get yourself to the manual page right now.
