OK, I haven't seen EVERY Book on PHP..., and I'm a non-programmer. Someone with a background in C++ or Perl will think I'm an idiot. (I probably am). I'm working from the ordinary joe's point of view. The guy that's still learning HTML, and even uses gasp MS FrontPage every once in a while. Man, I hate to admit that one.
I started with PHP Essentials by Juli Meloni... I think it's great. It's readable, not TOO detailed, but even gives you enough info to bring an e-commerce site online (with some help of the kind readers of PHP Builder).
After you've completed that one, check out
PHP and MySQL Web Development by Luke Welling, Laura Thomson
I also have one called PHP Developer's Cookbook by Sterling Hughes. It leaves out too many details for me. I'm not quite ready for that one. There again, if you are a REAL programmer, this one is probably great.
I even have some opinions on some web hosts, but probably shouldn't share those here.
Hope I've helped you. I'm looking forward to seeing other responses to this post.
