Selecting month and day in date..

Is this the best way to select a special month and day when the year isn't important?

select * from user where birthdate LIKE '%-11-18'

Depends on what the type of your birthdate column is. If it is a DATETIME (as it should be) you could do
SELECT * FROM user WHERE MONTH(birthdate)=11 AND DAYOFMONTH(birthdate)=18;
