Database urgent

Consider the following scenario, when you have a database connected with a website and the task is to write an application which takes information from the database and deliver it to some location after a certain period of time and this all have to be done by application.

Any idea?

on a unix server I would use perl and cron?

but I think there is a way to write a cron entry to run a php script to but I haven't done it.
