what's is phppgadmin?

Can somebody tell me what's is phppgadmin?
Is it very necessary to start postgresql?
why?

I'll quote its sourceforge page

"phpPgAdmin is a fully functional web-based administration utility for a PostgreSQL database server. It handles all the basic functionality as well as some advanced features such as triggers, views and functions (stored procs)"

probably much like phpmyadmin the mysql edition of this type software. It makes web based administration easy.

thanks,without this utility,i can do these works by default tools?i mean the command lines and setting?

Yes if you have access to the command line, if its something that your running locally and are used to the command line, then this probably won't be of to much use to you. Again its simply a web interface to the sql.
