Resize image from db

How can I resize an image that I collect from db?

I try to use ImageCreateFromJPEG, but the data are not in the right format, and I don't know how to get it in the right format... when I get the image from db it is in binary format.

I get this error message:

PS do not try to create a script that will create thumbnails on the fly, you will just slow down everything.

why is this a bad thing? storing images in a database?
except that is slow things a bit down...

one image may be ok, up to a certain number and you'll see.....
store the images else where and hyperlink it back may be a better solution...
