Postgre Connection in Win2000

I can't connect at PostgreSQL running under Win2000.

The message is:
Number: -2147467259
Could not connect to the server;
Could not connect to remote socket.

I'm using pgAdmin II.

Please, what's wrong?

Is postgres running? are you using the correct IP?
