You can download and e-val copy of PowerDesigner (the not so new name for S-Designor) from the Sybase website (http://www.sybase.com). Just click on the "Download" link near the top of the page and follow the links.
We use PowerDesigner to model and create Sybase database and it works quite well for us. OTOH, we also use it for Oracle databases and it's not quite as good (go figure!).
I have never really tried it for MySQL database. It does support 3.22 and 3.23.
The really nice thing about PD is that you can customize "how" it generates the ddl. It has a pretty good templating system for creating the DDL.
