Does this happen if you store them with a period for a decimal point?
If not, then you need to tell your database how to use a , as a decimanl point. or use a period, and use a str_replace to change it back and forth, but that's a bit of a kluge.
It sounds like it's storing two numbers, and that's why the , is lowing the leading zeros, it thinks the 02 in 192,02 is just the number 02, and truncates the leading space.
