Using CSV in php

Hey php gurus i have a predicamnet that i hope you can help me with-

I am working on a site that uses a user log in system. The server i am working with does have php but not mySQL. I have heard that you can use a CSV file as a database. How would you use php to pull data from the csv file?

pull the CSV file into a string and then use that string to print the values to the page.
