modified database dependent refresh

if you wanted to check if the database had been changed before doing a refresh , how would you do this ?

what is the required functionality here ?
would we use meta refreshes ?

just to make it clear what i am trying to do

is it possible once a database has been MODIFIED to result in the immediate refresh of all users viewing pages which depend on that database

very difficult to find any information on this topic

any help would be kindly appreciated
