Can anyone tell me what error this means?

looks like the permissions on or the owner of that file might have been changed. If you can, go to your mysql directory (maybe /var/mysql/melbourne/ ?) and do: ls -al to check the permissions on the file and the owner. If this is shared hosting you may need to contact your hoster if you don't have access to the file.
