Global Server Variable

My website is running with Apache and PHP w/OCI8. I have set it up on my test server at the moment that when I cannot connect to the oracle instance that I am sent an email. I do not want to recieve 4000 emails that the server
is down. I just want one email. Is there a way I can create a global variable
that I can set. That will allow all users to read it. For instance, someone goes to the site it and they cannot connect to the oracle server. It then checks a variable $SERVER_EMAIL_SENT to see if it is true if not an email is sent to me and at the end of sending the email the global variable is set to true. The next person who hits the site also sees the server is down but no message is sent because $SERVER_EMAIL_SENT is set to true. Then the next time someone
comes to the site and can connect to the oracle server the variable $SERVER_EMAIL_SENT will be reset to false. Is there a way to create such
a variable in PHP? I have seen the section on creating your own CONSTANT
that everyone can see but nothing on creating a real global variable.

May be you can just create a file at the first time, somewhere in the filesystem and
check its existence the second-> N time ?

Then why do you check it 4000 times?
Why don't you just create one small script that runs from the crontab once every five minutes, and sends you an email if it can't connect?
