PHP and MS SQL Server

I installed php 4.0.6 using the win32 binary. I need to get connectivity with MS SQL Server. I have edited the php.ini file to point to the c:\php directory where I have php_mssql.dll and I keep getting an error:

Unable to load dynamic library 'C:\PHP\php_mssql.dll' - The specified procedure could not be found.

I found a few related topics on this board followed the tips, still not working.

Any ideas?
