You pretty much can't. MySQL is installed outside of the user(you)'s web space on the server where you don't have access. You could ask them to install it, but since the host is providing space for free, I doubt they'll go much out of their way to allow customization of the hosting options. If you want PHP/MySQL there are several hosts around for ~$10 month that are OK.
