How do i change permissions on a file?

Hello, i am trying to use a message board script for my site.. in the instructions to install it, it says Change the permissions on config.php to be writeable by all. How do i exactly do that? Can someone please help me? Thanks.

You will need an FTP program to access your site.
Once you connect to your web site, locate the config.php file. Highlight it but do not open it, then look for the command options on your ftp program where it will let you set the "chmod" or properties for a file. Change your setting to a chmod of 777.
