php and mysql are perfect for this...php supports all the needed functions and mysql is a prefectly ood db for this...
if you have data in mysql, why would you need to transfer data to access? (can be done, but why? best way is through a csv or text file import to another program)

As for hiring someone to do this? Db work is not usually cheap (I usually get about $1000 plus $50 per page, there is a lot more develpment and design time to make it all happen)...If you can make the forms, php makes linking to the DB very simple. It is usually just a couple of lines to execute any sql query...putting the data from multiple tables together makes it a little more tricky, but if you have an understanding of programming and the limitations of mysql and how it interacts with php, you'll pick this up in no time...
