Sorting DB results

I have a result set from a text query on two fields (city,listcity) the current order is by state,city,name. I need to display this result set first by the city matches then by the listcity matches, but still retain the city,name order.

EXAMPLE:

Search -> San Francisco

5 results match the city field and 2 match on the listcity field, but the listcity's city is Oakland. So when the results are diplayed Oakland comes before San Francisco. Even though San Francisco was their search criteria.

Any ideas on how I can do this without making 2 seperate queries to the same table?

You can use a union of two queries. The first query should only return the city matches and the second should only return the listcity matches. Each query can have the city, name order.
