PHP and ADSI

I have been searching the boards here and can't really find anything. Here is what I need to do ...

1. Attach to a DBase4 database and get student information based on enrollement date (DONE)
2. build a list to export to a file of said students with user ID and unique information for creation of user IDs within Active Directory (DONE)
3. Either have my VBScript(WSH) written to a file through PHP or access ADSI directly to have the new student user IDs created/removed (STUCK)

Any help would be greatly appreciated as this is a project from really high up the food chain if you know what I mean.
