Why on a top db driven webpage do I see these Â’ instead of comma's.

'cause somebody screwed the pooch programming the thing. while it make sense to handle the commas in some manner to allow clean inserts into a DB, that needs to handled when the page is passed back to the user with the data in it. I bet they made some conversion of the page when the DB insert took place, they forgot to handle it when the data is passed back...
