useing database on different server

i have php script .. and i want to use the database on my friend server ... but when i connect to the database, the server give me error msg toled me that am not allowed to connect to this database server ...

when i ask my friend server admin .. he told me that i can't to connect to the database from different server .... for security reasons ....

is it right ?? and why ... or what is this security reason ???

please help me .. about this point ..
and if there is link to mysql.org site talking about this security reason ????

it just means that you don't have th permissions to read the DB. It must be set up for you. They may wih not to allow foreign servers to access their DB, which is a good security measure to prevent unauthorised access to the DB.
