is not allowed with this MySQL version

I am trying to INSERT .csv FILE from phpMyAdmin by the command

LOAD DATA LOCAL INFILE '/tmp/php0tqcZw' INTO TABLE pto_type_en FIELDS TERMINATED BY '%' ENCLOSED BY '"' ESCAPED BY '\' LINES TERMINATED BY '\r\n'

And i have recived this message :

The used command is not allowed with this MySQL version

MySQL version is Ver 11.18 Distrib 3.23.51, for pc-linux-gnu (i686)

Where i take mistake and what i have done wrong?
And what i have to do?
