Can't select character in local language

I can't select data from table with thai character??? example ...
Select from Province where Province_Name like '%Ê%'
Result in this case is not corect... but when I use this SQL statement will correct..
Select from Province where Province_Name like 'Ê%'
I run in MySQL 3.23.28-gamma ....Can help me.?
