problem with file upload in server

When I try to upload a file in my server 'www.apparelsbangla.com' I found an error with following message:
Warning: Unable to create '../web/sami/a.txt': Permission denied in /home/sites/site199/web/upa.php on line 4

Any body help me please.

check the permissions on the /home/sites/site199/web/sami/ folder, make sure that user "nobody" (or whatever apache is running as) has read & write permissions on the folder.
