ERROR 2002: Can't connect to local MySQL

I am not posting this because of lazieness.
I have been to numerous sites and threaded discussions and have found something just like this problem everywhere i have been.
What is going on here? This problem seems to be widespread, so why wouldn't MySQL put some help for users on there official site?
Please, can someone help? or point me in a right direction? Comments here are greatly appreciated !!!!!

1) Go to www.mysql.com.

2) Type in "2002" below where it says Search.

3) Press enter.

4) Click on the link with the title that is similiar to your error message.

5) Don't search "numerous sites and threaded discussions" without first reading the manual.

6) If the manual fails to help THEN post back here with what you've done and what is happening.
