PHP4 on WIN 98

I've followed the installation instructions for PHP 4 on WIN 98/PWS, but I can't get the test PHP file to load. The error message I get is :

Fatal error: Unable to open c:\lnetpub\wwwroot/HELLO.PHP in Unknown on line 0

The directory in which I've copied the file has Execute privileges and ,as far as I can tell, the registry settings are Ok.

Has anybody encountered a similar problem ?

Don't set any value for doc_root in php.ini.
