Did you get the error about the unsupported function, or a blank page....or another error?
YOu shouldn't need to edit any files but try un-commenting the mysql.dll in the php.ini file.
Then do a <?php phpinfo(); ?> script to see if mysql is working.
If it's not working...make sure mysql is running....by pressing "control+alt+delete" and see if it is listed in your device manager.
