help on configuration to support Chinese I/O

Dear friends,

I encountered a problem when constructing a website on platform "Red Hat Linux + Apache + MySQL + PHP4". It cannot display Chinese , nor can it recognize Chinese input. What should I do to meet these requirements?

And your help will be greatly appreciated.
