Where's the FAQ?

After running configure for php, I get the following error message:

I tried to find the URL in question, but get a page not found error. Even the search engine doesn't return a reference to the FAQ.

Could anyone point me in the right direction please?

Sorry! should have used cut & paste for URL.
I was looking on www.phpbuilder.com and not www.php.net.
Still a link to the FAQ would be useful!
