This might be moot, but open up a dos box and cd to your C:\Inetpub\wwwroot directory. Type 'dir' to see if the phpinfo file is saved as phpinfo.php or phpinfo.php.txt.
If it has a txt extension, then that's your problem. Rename it without the txt extension.
