just had to reinstall Apache and found 1 problem
whenw i type
http://212.47.218.19 (that's my servers static IP) and apche rediricts to 127.0.0.1
and some happens with remote clients, it redirects to 127.0.0.1 all the time
You have "usecanonical names" turned on, and the web server thinks it's name is 127.0.0.1 because it doesn't know it's hostname.
Just turn off canonical names.
