Error 403 - yes I set for execute

I've installed PHP4.0.3 for PWS 4 on my Win 98 PC at home - and now I'm trying to do so for my PC at work. I've installed everything correctly (as far as I know) however I'm getting an unusual error when I try and run the basic script:

phpinfo();

?>

I run it in my home directory (C:\inetpub\wwwroot) but it gives me a 403 error saying that CGI, ISAPI and other executable files are forbidden in this directory because the permission has not been set. But I set the folder to execute files and have restarted my computer like a thousand times - why wont it recognize that?
