Simulating a real server

I am not an Apache admin. (see below)

I have several sites that I maintain and would like to have a development server set up at home in such a way that allows me to just transfer my files without change to the production server.

I use phplib alot, every site has different database connections and one has a very different directory structure.

Of course the developement server is sometimes connected to the internet.

Any ideas on how to best do this. Show I maybe make a script that I run on all the files to make the changes as files go up and reverse them as they come back down?

I already have a Mandrake 7.2 server with PHP 4.02 and MySql running.

The way I do it:

I have my files organized as
/project/html
/project/ihtml
/project/phplib
/project/include
/project/tools

with a .htaccess file in html for changing auto_prepend and include paths so my project is fixed under a tree. If the project is scattered on the server, I create symbolic linked directories so I still have the hierarchy described above.
