mod-php and webserver

I installed PHP 4.03 and mysql 3.23.32
But I cannot install the mod-php-4.03 as there is no webserver.
Does it mean I need to setup the apache server 1st?
If so,
Which file should I download from http://httpd.apache.org/dist/httpd/ ?
