installing PHP windows 98

Hi..
Please help me..
I 've been download php 4, and i had installed PWS 4.0, My Operation system is windows 98. I had change php-ini-dist to php.ini and copy to windows directory.HKey_class_machine registry, HKey_Class_Root had been setup by me. But when i trying to see PHP at browser. The PHP had not loading. I don't understand. Please help me. Sorry for my bad english. I'm Indonesian.
